Every Australian regulator uses some version of this transition — provisional, conditional, or initial registration moving to full or proficient. The names differ; the bar is roughly the same.
Know your APST evidence target
Every regulator uses the Australian Professional Standards for Teachers (APST). You need annotated evidence against each of the 7 standards at the Proficient level — usually 1–2 strong artefacts per standard, not dozens.
Lock in a mentor early
Most states require a sign-off from a teacher already at Proficient or above. Choose someone who'll actually meet with you fortnightly, not just sign the form at the end.
Build the portfolio in term blocks
Plan one APST standard per term. Trying to assemble the whole portfolio in the term before submission is the #1 cause of rejected applications.
Submit before your provisional window closes
Each state has a maximum provisional period (3–5 years depending on the regulator). Late submissions can mean re-applying from scratch.
Why applications get knocked back
- Evidence that describes what you did but doesn't link back to a specific APST descriptor.
- Student work samples with no annotation explaining the teaching decision behind them.
- Only one type of evidence (e.g. all lesson plans, no observation notes or student feedback).
- Mentor report signed but not specifically commenting on each APST standard.
- Missing the WWCC / police check renewal during the application window.

Names, timeframes and teaching-day minimums differ across regulators. Always confirm details on the official authority page.
NSW
NESAWindow: Provisional/Conditional → Proficient within 3 years (full-time) or 5 years (part-time/casual).
Key requirements: 5 days of teaching minimum, accreditation report from the Teacher Accreditation Authority (TAA), evidence mapped to all 7 APSTs at Proficient.
VIC
VITWindow: Provisional → Full registration after the equivalent of 80 days teaching, normally within 2 years.
Key requirements: Inquiry Question project, evidence across all 7 APSTs, recommendation from a panel of 2 (including a mentor at Proficient+).
QLD
QCTWindow: Provisional → Full within 3 years (full-time) or 5 years (part-time/casual).
Key requirements: 200 days of teaching, completed Transition to Full Registration program, principal/supervisor recommendation against the APSTs.
WA
TRBWAWindow: Provisional → Full registration once Proficient level evidence is met (typically 1–3 years).
Key requirements: Statement of Service, professional referee reports, evidence demonstrating Proficient-level practice against all 7 APSTs.
SA
TRB SAWindow: Provisional → Full registration within 3 years (full-time) or 6 years (part-time/casual).
Key requirements: 200 days teaching, a Site Verifier sign-off, and a portfolio of evidence against the 7 APSTs at Proficient.
TAS
TRB TasmaniaWindow: Provisional → Full registration normally within 3 years of teaching.
Key requirements: 185 days of teaching, completion of the Process for Full Registration, mentor and principal endorsement against the APSTs.
ACT
TQIWindow: Provisional → Full registration within 3 years (full-time) or 5 years (part-time/casual).
Key requirements: 180 days teaching, completion of the TQI Transition Program, endorsement by a TQI-approved supervisor.
NT
TRB NTWindow: Provisional → Full registration normally within 3 years.
Key requirements: 180 days teaching in NT, evidence against the 7 APSTs at Proficient, principal/supervisor recommendation.
